We recently were working on a customers environment and were having issues when trying to create a cluster.

The cluster creation process began and but failed half way through giving us the error “There are currently no logon servers available to service the logon request” and rolling back.

After much troubleshooting it turned out that Port 464 TCP/UDP was being blocked from communicating with the Domain Controllers. As soon as this was allowed through the Firewall we could create a cluster with no issues!
