We had a weird issue recently in Lync 2013, when trying to enable a user.

As soon as we pressed enable we got the below error:

TargetUserPolicies UserPolicy Error while converting string “sip:Test@domain.com” to result type “Microsoft.Rtc.Management.ADConnect.Collections.UserPolicy”: “Length cannot be less than zero.

Parameter name: length”

The resolution was a very weird one, we had a look at the user we were having issues enabling via ADSIEDIT, we were looking through the attributes of the User Object in question and spotted that under the “msRTCSIP-TargetUserPolicies” there was a SIP address in the values field.

 

We have no idea where this value came from, so we removed the SIP value and when we tried to enable the User in Lync again, it worked perfectly!!! J
